The following is a list of links to information on Privacy for research conducted in a general context, as well as with Medicaid populations, for public health applications, and with respect to data use agreements.

Privacy Update (as of February, 2009)

HIPAA Privacy Rule
A report on the HIPPA privacy rule was recently released by the Institute of Medicine (IOM). Titled Beyond the HIPAA Privacy Rule: Enhancing Privacy, Improving Health Through Research , this report assesses experience with the HIPAA Privacy Rule and offers recommendations on ways to assure improved access to information while protecting personal privacy of health information. In particular, the report addresses the distinct differences between the privacy issues for information-based research, which uses medical records or stored biological samples, and interventional clinical research, which involves people who participate in experimental treatment.

HHS Office for Civil Rights
Provides technical assistance materials such as copies of the rules and guidance documents, frequently asked questions (FAQs), and sample business associate contract provisions.

HHS, Office of the Assistant Secretary for Planning and Evaluation (ASPE)
Provides background information on Administrative Simplification Provisions and Rules including all versions of proposed and final rules, preamble to rules, and HHS’s responses to comments on proposed rules. Useful when issue is not addressed in FAQs.
